Andalucia 2026 Solar Subsidies for Businesses: New INEA & INCEA Programs Expected Q1-Q2 2026
Complete guide to the Agencia Andaluza de la Energia new autoconsumo + almacenamiento grants: 30-70% subsidies for SMEs, autonomos, and public entities. NextGen EU program closed - NEW FEDER 2021-2027 programs (INEA/INCEA) opening soon. IRPF tax deductions valid until December 31, 2026.
Important: Subsidy Payment Delays
Based on our experience with 200+ installations, Spanish energy subsidy payments typically take 12-24 months after approval. Some clients have waited over 2 years.
- NextGen EU direct grants closed December 31, 2023 - payment delays continue for approved applications
- New INEA/INCEA programs (2026) are first-come-first-served and funds can run out quickly
- Complex documentation requirements cause rejections - professional guidance recommended
- Budget your project WITHOUT relying on subsidies - treat them as a bonus, not a guarantee
We always recommend budgeting your solar or heat pump installation based on the full cost, then treating any subsidy as a welcome bonus when it eventually arrives.
The NextGen EU program CLOSED for new applications on December 31, 2023. Existing approved applications have until June 30, 2026 to complete installation.
NEW programs INEA and INCEA (FEDER 2021-2027 funded) are expected to open Q1-Q2 2026. Additionally, the IDAE innovative renewables program opens January 14 - February 19, 2026.
2026 FEDER Programs: What You Need to Know
The NextGeneration EU program for self-consumption closed on December 31, 2023. However, the Junta de Andalucia is preparing new grant programs under the FEDER 2021-2027 framework. The INEA (Energy Efficiency Incentives) and INCEA (Self-Consumption Incentives) programs are expected to open in Q1-Q2 2026, representing a significant opportunity for businesses of all sizes in Andalucia. The Andalucia 2030 strategy targets 1,000+ new collective self-consumption installations (68 MW) by end of 2026.
While waiting for new subsidy programs, these tax incentives are active:
ELIGIBLE
- Self-employed workers (autonomos)
- Small and medium enterprises (SMEs)
- Large companies
- Local public administrations
- Energy communities (CER/CCE)
NOT ELIGIBLE
- Individuals without economic activity
- Full grid-sale installations
- Standalone batteries without solar
- Projects already started (before application)
Based on documented experiences with previous programs (NextGeneration EU and Andalucia es mas), you should be prepared for significant delays:
"The Agencia Andaluza de la Energia has now proceeded to pay grants... to a total of 57 applications processed two years ago." - Energias Renovables, September 2023
TIP: Budget your project assuming you will NOT receive the subsidy payment for 18-24 months. That way, if it arrives earlier, it is a bonus.
| Beneficiary Type | Maximum Subsidy | Example (50,000) |
|---|---|---|
| Local public entities | 70% | 35,000 |
| Energy communities | 60% | 30,000 |
| Small businesses / Self-employed | 50% | 25,000 |
| Medium enterprises | 40% | 20,000 |
| Large companies | 30% | 15,000 |
*Expected rates based on previous programs. Final rates will be confirmed when INEA/INCEA programs open.

Frequently Asked Questions
The new FEDER 2021-2027 funded programs (INEA and INCEA) are expected to be open to: autonomous workers (autonomos), small and medium enterprises (SMEs), large companies, local public administrations (ayuntamientos), and energy communities (CER/CCE) with economic activity. IMPORTANT: Individual homeowners WITHOUT economic activity are NOT eligible for business programs - they should use tax incentives (IRPF up to 60% valid until Dec 31, 2026, IBI 10-50% reductions, ICIO discounts) instead.
Expected subsidy rates under the new INEA/INCEA programs vary by company size: Small businesses and autonomos receive up to 50%, medium enterprises up to 40%, large companies up to 30%, local public entities (ayuntamientos) up to 70%, and energy communities up to 60%. These percentages apply to eligible costs including solar panels, inverters, batteries, installation labor, and required permits. Final rates will be confirmed when programs officially open.
The NextGen EU program CLOSED for new applications on December 31, 2023. However, existing approved applications have until June 30, 2026 to complete installation. NEW programs INEA and INCEA (FEDER 2021-2027 funded) are expected to open Q1-Q2 2026. Additionally, the IDAE innovative renewables program opens January 14 - February 19, 2026. CRITICAL: Prepare your project documentation NOW so you can apply on day one when programs open. Andalucia 2030 strategy targets 1,000+ new collective autoconsumo installations (68 MW) by end of 2026.
The NextGeneration EU program (also known as 'Andalucia es mas') CLOSED for new applications on December 31, 2023. If you have an existing approved application from this program, you have until June 30, 2026 to complete your installation and submit final documentation. New applicants should wait for the INEA and INCEA programs expected to open Q1-Q2 2026, or explore the IDAE innovative renewables program (January 14 - February 19, 2026).
Several tax incentives remain active in 2026: (1) IRPF personal income tax deduction of up to 60% valid until December 31, 2026 for residential installations; (2) IBI property tax reductions of 10-50% offered by many municipalities - check with your local ayuntamiento; (3) ICIO construction tax discounts available in various localities. These incentives can be combined but not with direct subsidies for the same costs.
While final requirements for INEA/INCEA will be confirmed when programs open, based on previous programs the minimum subsidizable amount is expected to be around EUR10,000. This means your total project cost must be high enough to reach that threshold. For a small business receiving 50% subsidy, this means a minimum project cost of approximately EUR20,000. Smaller installations below this threshold can still benefit from tax incentives (IRPF up to 60% valid until Dec 31, 2026, IBI reductions, ICIO discounts).
Based on previous programs, battery storage is eligible for subsidies under specific conditions: (1) Storage must be linked to a solar photovoltaic self-consumption installation - standalone batteries are NOT eligible; (2) The storage system must absorb at least 75% of the energy generated annually; (3) Maximum ratio of 5 kWh of battery per kW of installed solar power is typically allowed; (4) The installation cannot have received previous incentives for the same equipment unless it is a documented expansion. Final requirements will be confirmed when INEA/INCEA programs open.
The IDAE (Institute for Energy Diversification and Saving) is opening an innovative renewables program from January 14 to February 19, 2026. This national program focuses on innovative renewable energy projects and may offer opportunities for businesses with novel solar + storage configurations. Check the IDAE website for specific eligibility criteria and application requirements.
